Flexport is a freight and logistics-ops platform. TariffWatch is Section 232 / HTS watch plus duty-impact tooling. They show up in the same “tariff” search because both sit near imported goods — they do not do the same job, and this page does not claim TariffWatch replaces Flexport.

The Federal Register 2026-15961 public-comment window closed at 11:59 PM Eastern Time, Thursday August 27, 2026. Nothing on this page is an invitation to file into it. The former $49 comment-filing package and $99 inclusion-rebuttal package are closed and not for sale; those checkout routes return HTTP 410. We do not take payment for a filing we cannot submit, and we have not re-enabled them.

The category difference

Flexport's own site (flexport.com, checked 2026-09-14) is titled "Freight Forwarding & Supply Chain Platform" and lists ocean freight, air freight, trucking and drayage, fulfillment, shipment visibility, and Customs Brokerage. Customs brokerage is a licensed service under 19 CFR Part 111, not a self-serve Section 232 HTS-watch SKU.

TariffWatch sells a narrower job: paste the HTS codes you already have, see whether they look in-scope for current Section 232 metal rates or a named BIS proposal, using the public sources we can cite, then optionally Watchlist those codes. We are not a customs broker, not a filer of record, and not a freight forwarder. How the engine cites sources is on the methodology page — this compare does not become another Section 232 explainer.

What Flexport actually is

Per flexport.com (2026-09-14 check): a freight forwarding and supply chain platform for moving international freight and giving customers visibility into those shipments. That is a different product from a dated HTS / Section 232 watchlist.

Flexport publishes no self-serve software price on flexport.com, checked 2026-09-14. The public entry point is a quote / signup flow, not a $29 software tier. We state that absence and invent no Flexport dollar figure.

What TariffWatch actually is

Free tools first, no login: Exposure Checker, Duty Impact Calculator, and the HTS checker. Same deterministic engine. Heading-level Section 232 estimate from USITC HTS identity, Federal Register rate/proposal text, and the BIS notice stream — not a 10-digit binding classification.

Paid Watchlist is $29/mo or $290/yr (two months free), up to 20 HTSUS subheadings. After Stripe checkout you get a Monday 9am UTC digest of BIS Federal Register notices from the trailing 7 days whose titles match those codes, with comment deadlines flagged. A silent week still gets a “nothing matched” digest. Watchlist does not secretly become a deeper classifier, and it does not file anything overnight.

When Flexport is the right answer

Choose Flexport (or another forwarder / broker) when the job is moving freight, consolidating ocean/air/truck vendors, or hiring a licensed broker of record. TariffWatch cannot substitute for any of that. A question that reduces to “who signs the entry” is a broker question. Flexport is one option in that market; we are not ranking brokers.

When TariffWatch is the right answer

Choose TariffWatch when you already have HTS codes and want a dated Section 232 exposure read, a duty-impact order-of-magnitude, or an ongoing watch on up to 20 HTSUS subheadings. That includes importers whose forwarder is already Flexport: run the free check, hand the estimate to the broker, subscribe if you want the Monday digest. Complementary, not a rip-and-replace.

Source posture (not another explainer)

Regulatory claims on TariffWatch cite primary sources in this order, same as the methodology: (1) USITC Harmonized Tariff Schedule (hts.usitc.gov) for chapter / heading identity; (2) Federal Register — including notice 2026-15961 for the 14 proposed BIS derivative articles; (3) BIS / regulations.gov docket BIS-2026-0331. We do not POST comments for you. For match order and Annex I vs proposed BIS-14, read the methodology. The 15% exemption (metal under 15% by weight, never chapters 72, 73, 74 or 76) is not modeled; confirm it with your broker. Who files my customs entry?

A licensed customs broker — Flexport if that is your broker, or another broker under 19 CFR Part 111. TariffWatch is not a customs broker, not a filer of record, and does not transact customs business. An exposure estimate is an input you can hand a broker, not a clearance.

Does TariffWatch file comments or entries for me?

No. TariffWatch does not auto-file comments on regulations.gov and does not transmit ACE / CBP entries. Free tools estimate and, where you use a comment-letter workflow, draft a starting point you still review and submit. Software that helps you see public exposure is not a filing service.

Is this legal advice, and do you guarantee clearance or duty savings?
