Amazon can require your compliance documents before it activates a listing in a regulated category. That is separate from what your customs broker eFiles with CBP through ACE at the border -- passing Amazon’s upload check does not mean your shipment has an eFiled certificate.
Every regulated shipment headed to an Amazon fulfillment center crosses the border like any other import. If your customs broker doesn’t have your certificate data before the shipment arrives, it can be held at port regardless of your Amazon listing status.
