What is the BIS-14?

The 14 proposed derivative articles named in Federal Register notice 2026-15961 (August 6, 2026). The Bureau of Industry and Security solicited public comment on adding these categories, and that comment window closed 11:59 PM Eastern Time, Thursday August 27, 2026 -- welding-machine parts, fire extinguishers, floor safes, several trailer and crane classes, and others -- to Section 232 tariff coverage. If your product falls into one of these headings, it is in scope for whatever BIS finalises. The comment window for this notice is closed and we are not selling a filing into it; new Section 232 derivative notices follow no fixed schedule under Proclamation 11021, so watch for the next one.

How does the check work?

Paste your full 10-digit HTS code. The notice names specific HTS codes (for example 8412.90.9005 for hydraulic engine parts), and we call it a hit only when your code is one of them (or a statistical child of one, or the named code minus trailing zeros, such as 8716.20 for 8716.20.00). A shorter code that also covers codes the notice does not name (such as 8412.90 or 8426.41) gets an "enter the full 10-digit code" prompt and no proposed rate. If your code is in the same chapter as a named code, we flag it as adjacent and worth reviewing. If nothing matches, we tell you plainly.

Is a match a legally binding classification?

No. The notice names specific HTS codes and we match against those, but BIS has not published a final rule for FR 2026-15961 and the final list can change. Always verify against the Federal Register notice itself and consult a licensed customs broker or trade counsel before relying on a match.

What happens after I file a comment?

BIS requested public comments on the proposal (Docket BIS-2026-0331); the notice states no law requires a comment opportunity, and BIS decides how comments factor into any final determination. Each comment on the docket receives a docket ID and appears in the public record. There is no formal reply from BIS to individual comments.

Do I need a lawyer to file?

No -- a Section 232 inclusion rebuttal comment is a public submission. FR 2026-15961 states the APA notice-and-comment requirements do not apply (military function, 5 U.S.C. 553(a)(1)); BIS nonetheless requested public comment. Any affected party can file. The template on each article page walks through 10 sections (product description, US production capacity, national-security argument, domestic-supplier check, economic hardship, alternative sourcing, and supporting authority you verify yourself). Trade counsel is helpful for high-value exposures but not required.
